Shelter Afrique recognizes that the majority of African populations in need of housing are in the low income categories and that some require special housing programmes to be able to live in decent housing. It is also noted that market solutions and funds may not be suitable for this kind of housing which is very much in huge demand in member countries. In line with the millennium development goals, Shelter Afrique proposes to establish special housing programmes in collaboration with development partners and member governments to promote access to affordable housing and infrastructure services to the poor and low income groups.
